I missed the onions timing this year and I have planted 2 full trays with evrything under this world about 3 weeks ago - I only have 4 sprouts (3 arugulas and 1 tomato). For some reason I've never been able to justify heat mats for my seeds even though I'm sure they'd be great, especially for the peppers! I'll check it out. I think you should really give the basement a try! I have been starting seeds down there for a couple of years and they've done OK. The peppers are definitely not very happy about it, but in my experience, it has been good enough.
